Los países bálticos ante su adhesión a la Unión Europea

La adhesión de Estonia, Letonia y Lituania a la UE es un instrumento único para acometer un salto histórico desde el pasado soviético al club de las naciones más avanzadas del mundo. Pero el grado en el que estos países sabrán utilizar este instrumento dependerá de sus propios gobiernos y sociedades. Al formalizar su entrada en la OTAN a finales de marzo y en la Unión Europea el 1 de mayo, los países bálticos han conseguido los dos objetivos fundamentales de su política exterior desde la recuperación de la independencia a principios de los 90. La OTAN todavía hoy es considerada por las élites bálticas como el principal mecanismo que garantiza su seguridad. La UE es considerada como una vía hacia un futuro más próspero, imprescindible para el mejoramiento social y económico de todas las capas de la sociedad. Cabe señalar que la pertenencia a este “club de élite” es percibida como un reconocimiento simbólico de la “europeidad” de los países Bálticos. Sin embargo, es sólo el inicio del camino hacia la verdadera convergencia política y económica con los países más avanzados. Para recorrerlo, los bálticos necesitarán reformar aún más sus economías y adecuar sus sistemas políticos a los más exigentes estándares de la UE, sobre todo en materia de los derechos humanos, incluidos los derechos de las minorías

A conceptual framework for development of context-aware location-based services on smart-M3 platform

The paper presents a conceptual framework for development of context-aware location-based services. This framework provides relevant objects from the database to the user taking his/her preferences and context into account. It is based on the framework for context-aware preference queries, which provides a model of context- and preference-aware system based on the database, and the open source Smart-M3 platform, which allows to develop intelligent services using the smart space paradigm. The main components of the proposed framework include context-aware preference term generators that translate context information into context-aware preference terms, and a preference query executor that combines all preference terms and conducts their execution using PreferenceSQL JDBC driver. Evaluation of the proposed approach is made using the case study of context-aware restaurant data retrieval

Analysis of relation extraction methods for automatic generation of specialized thesauri: Prospect of hybrid methods

The paper is devoted to analysis of methods that can be used for automatic generation of specialized thesauri. The authors developed a test bench that allows to estimate most popular methods for relation extraction that constitute the main part of such generation. On the basis of experiments conducted on the test bench the idea of hybrid thesaurus generation methods that combine the algorithms showed the best performance was proposed. Its efficiency was illustrated by creation of the thesaurus for the medical domain with its subsequent estimation on the test bench
